Yes. The throttling on the M2 Air comes from the fact that it has a 256 GB SSD in the base model, which runs at half the speed the 512 GB SDD would. Apple decided to just use the one 256 GB chip in the base model M2 MacBook Air, which means it cannot take advantage of Apple's special "RAID"-like performance, as there is only one chip to write and read from. The 4TB SSD will be crazy fast as it will consist of multiple chips, so you will have no reasons to worry. Also, you'll have fans, so heat won't be an issue either.
