Under the current, existing (pre 3.0) guidelines would this not be covered under ATAG? I also think that much of it is enforceable. For instance don't allow the person to post the image until they added a description and which description could be verified via some image recognition software just to prevent the user being naughty and typing gibberish or whatever else they feel like.
