This is an interesting problem. Very American, but nevertheless interesting. Not because of the specifics, but rather the general attitude, which in my opinion is the worst possible: reactive. The problem with reactive solutions is that it creates a reaction of its own, resulting in the initially thought solution to fall apart, and the next assumed — reactive again — solution to be an even more cumbersome one to implement or understand.
What Americans — and to be fair not only — should do, is adopt a preventative attitude and not vote for idiots like Trump, allow lunatic politicians to rule over their lives, and scold/shun companies that want to sell or buy our data into bankruptcy.
