<broken record>H1 is the (singular) heading (singular) that everything on a site is a subsection of. Thus it should be uniform across all pages, with the site or project title being the best candidate for its content. An H2 means the start of a major subsection of a page, with the first H2 indicating the main content if you don’t have a MAIN tag. H3 marks the start of a subsection of the H2 preceding it. H4 means the start of a subsection of the H3 preceding it, and as always at this point do I REALLY have to explain H5 and H6?
