It's very difficult to police and I think the cost would outweigh the benefits.

Mike was a funny one. He wasn't dishonest in his content (as far as I know), but the way he went about it and advertised Medium and his strategy rubbed me off the wrong way. I knew it was doomed, and his latest actions prove it. Medium is not a Rubik's cube that can be figured out with exact steps, nor is it meant to make someone rich. It's supplemental, yet so many new writers want to prove Medium wrong and bullishly (and foolishly) attempt to make consistently thousands. I never know what kind of month I'll have. When I make 600, I have no clue why it was 600, and when I make 1200 a month, I am just as clueless. And you know what? I kinda like that unpredictability, because I don't depend on that money. But then again, this is MY reality.
