While I get and empathise with your frustration, Medium's decision to support certain countries and not others is less trivial than one might think and it comes down to tax laws, among other things. It's not that simple to allow someone from just anywhere to work for you as a company. Medium is also not a huge company like YouTube's Google, so their resources are limited in terms of working on adding countries that are complicated to add.

What I see as a potential alternative is a competitor in the East. While potentially not ideal, it would give a home to all the other writers.

Anyway, it's a lot more complicated than just adding PayPal to the list of payout methods.
