I built many PCs for clients. Fans are mechanical devices and keep them running 24x7 they will start failing very soon. Dust also plays a big role. You have no idea how many PCs I heard rattling like a coffee grinder over the years. Those computers were throttling to keep themselves alive. The message there is that given the circumstances, every CPU has the capability to throttle, it’s not unique to Apple.
