Honestly, I don't think that's the case any more and hasn't been the very moment they started selling hardware on their website and featuring Google branded hardware like Chromebooks, Chromecast and Pixel phones. Google, for all intents and purposes is now in a very similar boat as Apple. It's building an ecosystem of hardware and software.
