Eastern Europe has solved that phenomenon very quickly ages ago by adding trams that connected all areas of a city. As the city grew, the light rail network grew. Really not difficult. I agree though that smaller neighbourhood centres are also needed. Again, Eastern Europe had that too until capitalism took that away. I am no communist, but they certainly had a better grasp on efficient urban planning.
