Dunno what kind of "experts" they are if they think the web === print and vice-versa. 🤣 Accessibility in print was never well-defined and standardised because for the most part there was no technology for it other than braille or people who read stuff out to disabled folks. Later there were scanners, which also struggled quite a bit with stuff like that. So claiming that all-caps is fine on the web because "typewriters", is like claiming that no airbags in a car is fine because carts and horses...
